SB78 - An Act amending the act of June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania Election Code, providing for elections of Pennsylvania's Congressional delegation in the event of catastrophic loss.

SB256 - An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, further providing for vehicles of nonresidents exempt from registration.  This legislation closes a loophole that allows some vehicles to avoid being properly registered and inspected in Pennsylvania.

SB258 - An Act amending the act of March 10, 1949 (P.L.30, No.14), known as the Public School Code of 1949, providing for a prototypical school facility design clearinghouse.  Proposals like this in other states have saved school districts a great deal of time and money.

SB304 - An Act amending Title 20 (Decedents, Estates and Fiduciaries) of the Pennsylvania Consolidated Statutes, further providing for classification and order or payment of claims against the estate of a decedent.  This bill makes Pennsylvania’s laws consistent with the laws of the majority of other states and ensures that a decedent’s obligations to the state or municipality are not defaulted upon.

SB306 - An Act amending the act of June 23, 1993 (P.L.128, No.29), known as the Plain Language Consumer Contract Act, further providing for contractual requirements.  This bill ensures that consumers know when they are entering into a "contract under seal."

SB351 - An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, further defining ''financial responsibility.''  The bill increases the mandatory minimum coverage for auto insurance in Pennsylvania to ensure that victims of auto accidents can recover an appropriate amount of damages.

SB352 - An Act providing for appointment and promotion preference in public employment for volunteer firefighters.  This bill provides that service with a volunteer fire company would act as a "tie-breaker" when two applicants are equally qualified for civil service employment or promotion in every other way.

SB353 - An Act amending the act of August 15, 1961 (P.L.987, No.442), known as the Pennsylvania Prevailing Wage Act, excluding political subdivisions from the act; authorizing optional prevailing wage ordinances; and making repeals.

SB354 - An Act providing for "open contracting" by the Commonwealth and its political subdivisions and their agencies and authorities.  Under this proposal, a state or local agency could not discriminate against a contractor because of their labor affiliation (or lack of affiliation with organized labor).

SB376 - An Act amending the act of March 4, 1971 (P.L.6, No.2), known as the Tax Reform Code of 1971, exempting equipment used for recycling from sales and use tax.

SB377 - An Act amending the act of March 4, 1971 (P.L.6, No.2), known as the Tax Reform Code of 1971, further defining ''vendor''; and further providing for collection of tax for purposes of the sales and use tax.  This bill closes a "loophole" that allows out-of-state vendors to avoid paying Pennsylvania state sales tax.

SB381 - An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, further providing for learners' permits. The bill provides for a warning placard that a vehicle contains a learning driver to be used at the parent/guardian’s discretion.

SB427 - An Act amending Title 68 (Real and Personal Property) of the Pennsylvania Consolidated Statutes, further providing for required contractual provision regarding home inspections and for reliance by buyer.  The bill fixes a problem in the law and clarifies that architects and engineers may perform home inspections that can be relied upon by the buyer.

SB458 - An Act amending the act of June 22, 2001 (P.L.374, No.24), known as the Optional Occupation Tax Elimination Act, further providing for earned income tax rate limits.  This allows the taxing authority to simplify the tax rate for the first year of implementation of the OOTEA.

SB459 - An Act amending the act of March 4, 1971 (P.L.6, No.2), known as the Tax Reform Code of 1971, further providing for personal income tax returns and liability. This bill exempts low-income Pennsylvanians from having to file an income tax return.

SB535 - An Act amending the act of May 13, 1915 (P.L.286, No.177), known as the Child Labor Law, further providing for when minors may be employed.  The legislation allows minors to work overnight shifts with their local volunteer fire company or EMS organization (with parental permission and approval of the chief or director).
