FOR IMMEDIATE RELEASE Senate Adopts Waugh Resolution Calling for Study of UCC Permit FeeHARRISBURG – Sen. Mike Waugh's (R-York) Senate Resolution 263 garnered unanimous support for its adoption by the Senate this afternoon. SR 263 calls for the Legislative Budget and Finance Committee to conduct a study of the $4.00 construction and building permit fee levied under the Uniform Construction Code (UCC). "Pennsylvania's UCC has been in effect for several years now, but there hasn't been an official accounting of the revenues from this permit fee since its inception," said Waugh. "So, this study will ensure the revenue generated by the permit fee is being used as was intended and in the most wise and efficient manner possible." The revenues from the fee are deposited into two accounts – the Municipal Code Official Training Account and the Construction Contractor Training Account, which were established to provide training programs for municipal officials and contractors, respectively. Waugh's resolution directs the Legislative Budget and Finance Committee to conduct a study of how much money has been raised by the $4.00 fee, how much is deposited into the two training accounts, and how the money in these accounts is actually being spent. Results of the study are to be reported to the General Assembly by September 30, 2008. |
